Im new.. i need code to post news

i need code to post news, like click on login and in login it has a username and password feild... (login.php3)
and after that a page that has code for options (i need options to post onto welcome.php3) and what do i put on welcome.php3 for it to insert

i need feilds for $username $password and i dunno how to do date and time like:

[June 28th, 2000] [5:00 PM]

im so new, i just fingered out how to get PWS setup
im really good with html code, i just started php about a week ago

I'm working on something right now for some clients that will have a news input page. It's almost like a database, except it does not use any database programs, such as MySQL, Access, etc. Right now I'm stuck at a problem, and I'm waiting for help, as I'm still kinda new to PHP myself. But give a week and I think I'll have it done. I'll post it in the code library under databases catagory so keep checking.
