PHP and user logon

Please forgive this novice question: How could I process user logons at my web site using PHP? Are there any free tools or scripts out there that I could use?

I have a MySQL database that contains usernames and passwords, but now I'm wondering how to manage the whole user logon process.

Any help would be greatly appreciated!
