I have to develop a system to track online users on my site using PHP MySQL and it must be able for the user to send instant messages to another user.
Is it posible?

then you are talking about PHP IRC client. you can use the PHP IRC to connect to the exisiting IRC servers, or have your own server.

there is already working version of PHP IRC client availabale. i dont remember the URL to that site, but its listed in LINKS section of www.php.net
