Getting X and Y of jpeg files

Is there a way to get the width and height of an image file? If so, how can I do that? Should I get it while uploading or when showing it?

You can get it after you upload it by using $imagesize = GetImageSize($imagename) this will return an array with three elements the first $imagesize[0] will be the width $imagesize[1] will be the height and $imagesize[2] is a string containing "WIDTH=XXX HEIGHT=YYY" which you can use right inside of an image tag

How can I scan a pic and put it into a jpeg instead of sending it out bmp?

Uh, using PHP? I assume you are just talking about scanning a photo to your pc and making it a jpeg. I have never claimed to a graphic designer BUT if your scanner automatically turns your scans into bmp, then you would probably need something along the lines of Photoshop to create jpegs out of them.
