I'm creating a chat script and I need to create some files that will store user information.

First I want the script to create the files if they are not there. Please tell me how to do that the most secure way, file locking if needed.

files are
user.db
log.db

is it possible to do that in one <?php ?> tag?

Step 1. Read the PHP manual.

Step 2. Hey, if you paid attention to the manual, you're done already!

There are plenty of examples for writing files in the manual.
If your script will be the only one accessing the files, then security is not one of your biggest problems.
