Well, i'm not too familiar with the process but I imagine that you could create a file like (grabmynews.php) that is built either when
a) a new user browses your initial page or
b) a page created when you submit a news post or
c) at any other time
Most news sites are now using an XML type file for that kind of thing. Take a look at slashdot and others like it. I'm sure there is something there that can give you some hints.
