fopen check

I have an fopen statement and the url that it connects to is down, the problem is it is usually up, BUT when it is down the site wont load. So i want to create an if state, attatched to that fopen statement that will not include the fopen file if the site it is connecting to is down so that the site will load. Any ideas?
