Personalisation of web Pages

Hi,

I want to know how personalisation of web pages is done. This is a common feature which can be seen in netscape, yahoo or lycos. In this the portal asks a few questions from the users and based on the replies from the users builds their web pages accordingly. Can anyone please guide me how this can be achieved and what all skills I will require for this.
