Outputting Listings By City (with next/prev)

Hello,

I am trying to output listings from a mysql db and am doing so by getting a distinct list of cities, looping that list and selecting the listings in that city. That works great, however I want to limit the output to N records/page and I am having some coders block trying to figure out how to do this. I need to loop the distinct list of cities as the output is split in to a table for each city. Any hints? I want to use the limit 0, 25 option in the query, but this doesn't work when my query is selecting only the records for a given city.

you have set an offset for the SQL query so that next time it looks for next set of record and not the old ones.

the offset variable is taken by the next or prev buttons as a GET method.
