I am making a href statement for phplike this: echo"<a href='description.php?brand=$brand&item=$item> $IN</a>");
The problem is: if $brand=blabla&blabla the href is not working probably because of the & sign in $brand.
Is there a solution for this?

You also appear to have the quotes messed up:
echo"<a href='description.php?brand=$brand&item=$item> $IN</a>");
should actually be:
echo"<a href=\"description.php?brand=$brand&item=$item\"> $IN</a>");
Thanx the urlencode worked. I was typing this from memory so the quotes were a little bit off.
