Is there any encyption-decryption function library for php3 ?

Sure; see "mcrypt functions" in the manual, and be sure to search
this site, too, as somebody here has posted some additional
instructions to help get it going. (Things like which version of
mcrypt to get, etc.)

Yes, that article provides a good concise overview, but the author
glosses over a lot of the miserable details, most particularly that the
download site contains multiple versions of the mcrypt libraries, but
only one works with PHP, and the site gives you no advice (that I
can see) as to which one is which.

But here's the post on PHPBUILDER that I mentioned earlier:

Following this, I had no trouble getting mcrypt up and running in sort
order.
