localtime in PHP3

Hi

I have timesstamp as epoch seconds (GMT).
I need the currect local timestamp for that,
including the proper daylight savings correction.
I suppose PHP4's locatime does this. But how can
I do this in PHP3? (as PHP4 upgrde is not an option)
