cryptic PHP error message - translation needed

Here it is:

Warning: open_basedir restriction in effect. File is in wrong directory. in /web/sites/5/tarastar/www.tarastar.f2s.com/test/countlines.php3 on line 13

Warning: File("/web/sites/5/tarastar/www.tarastar.f2s.com/archive/index.test") - Invalid argument in /web/sites/5/tarastar/www.tarastar.f2s.com/test/countlines.php3 on line 13

Warning: Variable passed to each() is not an array or object in /web/sites/5/tarastar/www.tarastar.f2s.com/test/countlines.php3 on line 13

The script I am trying to run is
http://www.tarastar.f2s.com/test/countlines.php3 /code visible as countlines.txt

It counts the lines in
http://www.tarastar.f2s.com/archive/index.test

Can somebody explain these error messages to me? the script works fine when the file to be read (ie, index.test) is in the same directory as countlines.php3.
