How toe? code a PHP template structur

I am trying to design a site using PHP. I am thinking of making four seperate tables: header, side_nav, body, footer. Does anyone know how I should place all of them together?

I did a couple of FastTemplate tutorial, they only seem to do a single table function and pulling out the table content into a final page. How about four seperate tables? Can template achieve those design?
