Are you sure you know what you're asking for? Think of the security implications--and then, if you really really know how to write safe setuid programs, and really feel comfortable that your php script itself is as securely protected as can be (so not just anybody can access it) then go ahead and write your setuid program that restarts apache, and exec() it as needed.
