Can't comment on your FTP problems - I have no idea what you're trying to do. I prefer to use a shell account - see if you can get one. (ssh is best)

Easiest way is to write a form with a <textarea></textarea> tag - allowing you to type it in and then have the receiving program save the text you type into a file name you specify.
Be careful, though, as somebody could then come along and trash your scripts, so at least embed a password into the receiving script or something.

Sounds like you are on a Unix system - and on a Unix system every file has a permission set to determin who's allowed to edit/change/add to it.
You likely don't have permission to do this - I'd only grant this kind of permission on my servers to people that are both A) extremely competent and experienced, and 😎 very very VERY trusted.
Talk to the owner of your ISP about this, if you think you meet these criterion.
