SAFE MODE Restriction

I'm trying to create new files in a folder that is chmod777.

$id=42882;
mkdir("$id", 0777);
fopen("$id/hits$id.txt","w");
fopen("$id/logs$id.txt","w");

mkdir is no problem but creating the txt-files just works if I create them in the same directory as my script runs.

I'm getting the following error:

Warning: SAFE MODE Restriction in effect. The script whose uid is 549 is not allowed to access 42882/hits_42882.txt owned by uid 30 in /home/mydom_com/htdocs/pphlogger/create.php3 on line 15

where's the problem?

Simply put, if a file is either owned by the same user id as the script that is trying to access it, or if the file is in a directory that is owned by the same user as the script that is trying to access it, then the access is allowed. </snip>

how do I know by which user the new directory is owned? How do I change the user?

I tried it like this: chown("$id","30");
and I'm getting:

Warning: unable to find uid for 30 in /home/uhuclan_com/htdocs/pphlogger/create_user.php3 on line 13
