Reseting PHP = Reseting Apache

I searched around the forum, but this question was never really asked: probably because its so simple.

If I change my php.ini file, and I have PHP 4 installed as a module in Apache, to get the new effects of the php.ini, do I simply need to restart Apache?

I ask because I made a change in php.ini, reset Apache, and it didn't seem to take effect...

Also, php.ini should be in the root directory, right? ( C:\ )

yes, if php is installed as a module for apache, it's apache that loads php, so apache should be restarted to reload php.

php.ini should not be in your root directory.
As step 16 of the installation explains:

16. for PHP 3: cp php3.ini-dist /usr/local/lib/php3.ini
    for PHP 4: cp php.ini-dist /usr/local/lib/php.ini
