Does anyone know if it is possible (preferably in PHP) to generate and save thumbnail versions of JPEG images? If so, HOW?????

Quite simple, you don't!
PHP itself can't do anything with images, it needs the GD lib.
If you don't want to use the GD lib, you'll need to use some other program, like ImageMagic, but I'm not up-to-date on what ImageMagic can do.
