Parsing <A tag>

Hello,
This is what I am trying to do...
I have an HTML document in a string, and I need to search for all <A tags, and retrieve the information out of HREF. Example,
<A HREF="http://www.php.net/examples.html"> I need to turn into
<A HREF="http://www.mysite.com/process.php?url=www.php.net&link=/examples.html">
Also, this needs to work...
<A HREF="jobs/index.html">, and <A HREF="/jobs/index.html">, and <A HREF="index.html">.
I know this one is kinda big, but I am terrible with search expressions...
