i see that curl is able to connect https servers but you need openssl package be installed and then curl and php should be rebuilded.
It is very strange not to have such an easy application to get contents of a SSL page.
I saw there are packages for Perl and they also require OpenSSL.
Curl is not well documented by the author you may face a jam while building and using it with PHP.
