Suppressing htacess file

I am trying to run phpMyAdmin on a site. The problem is, our server has a .htacess file that includes some php files for all pages and all directories. This causes problems with running phpMyAdmin. I don't want to include those files. How do I suppress what the .htacess for a specific sub directory.

Is it really possible to do that with a .htaccess file? Can anyone point me to an Apache directive that would include a certain php file with all php files in a directory? It seems more likely that this behavior is being caused by the auto_prepend and auto_append variables in the php.ini file...
