get postcard/ certain web page with t

I would like to know how users can get their postcard/ access certain web page with the data needed (I think is in the database)as below:

forumdisplay.php?forumid=22
postcard.php?cardid=990

I'll very much appreciate if someone could help or let me know how the code look like.
