Language switching

How would you set up a site, that needs language switching, between english and icelandic 🙂

I don't have access to a mysql 🙁
I've got to make this as simple for the people that own the site, because in future, they are the one who edit the pages...

I was thinking of templates, but then I realized that this people don't know how to use Dreamweaver to build a website, and I really don't want to spend great deal of time on this...

May be you can found a solution with XML but how ? i don't know

May be I could,
these people should understand XML easily because it IS so easy for both humans and machines to understand 🙂

But how would I parse the XML data?
I'm not sure I want to use DOM in PHP because I don't think it's ready yet.
Perhaps XSL, but I'd like to use PHP to do it...

Any thoughts on this?
- btw, I know about the XML tuts. on this site
