Is it possible to setup a shopping cart application, not for products but for files to download, if so what is the traditional method for doing so. I need users to be able to download all the files in their cart at once.

Sure it's possible. Somebody asked this very question a few days back. Just zip all the files into one big file, and offer that for download. Note, you'll have to find out what to do if a download gets interrupted!
