Is there a way to use php to generate a remote screen shot?

I am looking for a graphic image of a remote site, just as a browser would see it on a visit, then with gd change the size.

that would seem like it needs to be rendered then screen captured. I don't know how to do that BUT, you might want to try COM commands with a IE browser to script the interface and have it return the output. How I don't know, but COM commands with windows software might allow you to achieve that.
