Compilers for win

I need to compile PHP with some extensions, but I haven't C compiler for windows.

Could you advise me,is there any freeware compiler, available to download from internet ?

www.borland.com offers his Compiler 5.5 for free download.
Maybe it has enough libraries to fit your needs.
