PHP Sockets : client or server?

When I create a socket in my PHP script using fsockopen(...), does it count as a server or a client socket? I need to know in order to configure the program on the other side of the stream.

Server sockets are usually "listening" sockets,
fsockopen can only create outgoing sockets, so they'd count as client.

However, the low-level socket functions (first available in version 4.0.2) can create server sockets, listen for, and accept connections.

Forgive me for my newbie-ish question, but if you use the low-level socket functions, and create a listening socket, can you specifiy a duration for the socket to wait for an incoming connection or is this a infinately available socket?
