Ensuring fresh page content with js

To anyone who can help me:

I have a site with 3 frames. The site is updated quite often and I need a way ti ensure that the newest version of the pages are loaded when the user visits the site. The META tags don't really work and they don't do what I want them to do without constantly changing them, I want to know if there is any way I can do this in javascript.

Have you tried the PHP header function...
