What is the best way to mass upload data

Hi everyone here's the problem..

I'm implementing a listings db for website. They have a large amount of data that needs to be uploaded weekly,

My boss wants to do this offline and upload it in chunks so he can get one section done at a time. Would MS Access be an appropriate method of doing this? and if so can you give me some idea of how you do it? I have read many articles on ODBC and access and it seems that if you link tables you cannot do a lot of the native functions of access through ODBC.....

Does anyone have any experience of doing this? What would be the best way to proceed?

I have never done a job like this where I had to upload data usually I have built an admin. type screen where they can add,delete, edit records right on the web using PHP/MYSQL.

  Any ideas / advice/ wisdom would be much appreciated.

if you are using MySQL on the server, you can probably get whatever source is creating the data to dump it into a tab-delimiter format (or comma delimited of whatever text-format)
That file can then easily be uploaded into mysql using theLOAD DATA INFILE command in mysql.
