Is it possibly to know what plug-ins browser-client has( at the moment of it connects to server) ?
I understand what we can define the browser type and version, but it can't help me if I need to know, for example, does client have Flash or not.

You'll have to use some javascript hack to get that information.

I think about CGI variable HTTP_ACCEPT but haven\'t any information about implementation in browsers.
