Editing your php.ini file

I am trying to enable ftp for php4.I have a website with php4 setup and working. It's an Apache server running on Linux. I telneted in and found my php.ini, but cant find where I would ad '--enable-ftp'. If anyone can shed some light on what I need to do, it would really be appreciated.

Isn't '--enable-ftp' a compile time only option?
