How do I make it everytime someone visits my site, I give them a cookie? And how do I open the cookie once I've given it to them.

For example, if I have a poll and a user votes, I want to give them a cookie that says "voted". Then if they come back and try to vote, my script will open the cookie and see that they've already voted, and will display an error or something.

The following will set a cookied voted (equal to 1) that will last 1 year.
It needs to be called b4 any output.
