which sounds like "I want to browse my disks and select a file" which FTP does.
Anyway, there are ton's of HTML editors out there that let you do just that: browse your disk, select a file, and include a hyperlink to that file in your html code.
You don't need a database or that... well, unless you want to automate the checking to see if the files still exist... but then again, if it's a portal site you'd probably have hundreds of links, all coming from your database... that could be a busy server if you get popular.
