making the cache instance to never is no

The cache option in the netscape is set to never that means the jsp's compiled for the first time are not done from the second time onwards.This is making the life miserable.Every time when I add new data through the ui and making appropriate changes the ui is not reflecting properly because of this problem.Kindly can I have reply as early as possible

I'm no expert at jsp.

But aren't you suppose to type touch filename.jsp at telnet, before any changes can be seen.
