I don't understand what do you mean
When you say coder, do you mean a coding enviroment? If so, any text editor will do. Simply save your files with a .php extention, or whatever your webserver is configured to accept as a PHP script.
I presumed you were reffering to a person who can code ( your post is a little confusing!) but after reading Chris's answer I'm sure I was mistaken.
