Development of control panel

ok... im looking into developing control panels for linux servers and was wondering how difficult is it? to for example, start, stop, restart etc a server via a web based control panel... and is it possible in php... any links/advice/help would be much appreciated...

Look up Webmin. It's a control panel like you describe written in PERL.

What you are looking to do is going to be very difficult. The basics are easy enough, but building the system secure enough so noone can just get in and shutdown your server is going to be tough.
