adding color around jpg's

hi. i'm new to php and i'm and need some help.
I want to add a 120120px colored background to a 100100px jpg.
i have an idea on how to do it but i'm not sure.
can i use "imagecreate" to make a 120*120 image and then use "imagefill" to colour it?
how do i then add my existing jpg to that?

The idea is to make a border around my jpg.
is there a way i can stack an border-image(jpg) under a smaller image?(something like using layers?)

if you are displaying this on the web, why not just do something like this:

i see your point, but what i really want is to add a "borderimage" around all my thumbnails. that's why i asked if it's possible to stack 2 images where the "highest" image is smaller than the one in the back
