Who can make this script??

hi, I wanna a script to make a top 10 songs without download them or any things, I dont want to use a poll script to do this, the idea is to let my users to put them singer and his/her song in two boxes, then the script will collect all information and show only top 10 with thier position and previous position.
i want to give the admin ability to edit the votes, cuz some people maybe will make errors in spelling or other errors ..

i wish there is some one can do this nice idea,
