TX/RX serial port help

I am trying to write some code to talk to my serial port.
All I need is a TX/RX option in a menu form.

Visual C++. windows

Windows as a platform I understand, but what does Visual C++ have to do with it? Or are you planning on writing some C extensions to PHP?
