Yes, you can send email with attachments in PHP but, the default mail function is not enough you need to use class to attach files
with your email.
Go to

Look for MimeMail Class, you can download that class file with examle how to use that class.

I have had EXCELLENT luck with PHP Mailer. It should also prove familiar if you use ASP.
