In the manuals it says that if the file specified in fopen() does not exist, it will be created. However when I attempt to do this, I get a "File does not exist" error...
Any advice?

i don't have experience with 'filename' beginning with http:// but i can think of one thing. does the webuser have write acces to the directory registration?
be carefull to give a webuser write acces...

You must use absolute path if you wish the fopen() to create the file.
Such as .. /home/etc/domain/
