Flags?

Does PHP use any statement like the "flag" command? Basically, where I can put within a URL to go a specific place in the page and execute that piece of the page? I can't find documentation on it. I've use flags in the Sambar scripting language. Maybe with an example you'll understand:

<a href="index.php&flag="query1">

Find the flag statement named "query1" and execute whatever's within that flag.
