Can u tell me if u are talking about start a brand new project for this or if u have any problem with a part of it ?
try to generate you pictures on the fly based on variables set on the file, like
vote.php
assuming that $image ( bote.php?image=1.jpg ) is not set you can print the images
otherway .. if you have $image set buy the url vote.php?image=1.jpg you can register you vote for this file....
this is a very veryyyyyyy initial idea bcuz i assumed that u are not that into with php !
