How to get php.ini changes to take?

I need to have some change to the php.ini file go into effect on an NT server running Apache. The server admin already restarted the Apache service, but the changes didn't take effect. Do we have to reboot the entire computer?

This is odd, I have run PHP on Apache/Windows NT before and made changes to PHP.ini without rebooting the entire system. Just a thought: try using the apache restart program instead of the NT Services Manager? No idea if that will make a difference. Probably not.

The server admin tried that Apache restart utility, didn't help.

I'm afraid the server config is all screwy. ARGH.

I double-checked to make sure the changes had actually been made to php.ini that I had talked the guy through over the phone. THEY HADN'T. I had the server admin do it AGAIN, and it works now.
