Does anyone have any code which strips text/html of Microsoft "Smart Quotes" and other Microsoft Extended Ascii characters? They seem to crash postgresql and don't show up properly in HTML.

I've never used it personally, but I found a perl script written by John Walker which cleans up all the Micro$oft garbage HTML...it's called "demoronizer" and can be had at:
