Running perl from PHP

I've tried EVERYTHING! system(), exec(), passthru(), backtics and still can't get this to work.

I have a perl search engine on my site. The site accepts articles from users and I want to index them as they are added. Typing this into the browser works:
http://marinelifemag.com/cgi-bin/search/search.pl?Mode=Admin&Password=mypassword&Action=AddURL&Realm=marinelifemag.com&URL=http://marinelifemag.com/local/display_work/13/410,

Obviously there are 4 parameters, Mode, Action, Realm, and URL which need to get sent to the perl program search.pl.

The site is hosted on a Linux apache system and the php version is 4.0.3pl1

If the h-u-g-e url works when you type it into your browser you might try fopen($url)

Notice that you can pass parameters and also this acts "silently, ie, none of the code is shown to the user. The particular Search Engine I am using on the site is Fluid Dynamics Search Engine: http://www.xav.com/

It has the advantage that you can index sites other than your own as well.
