preparing for a search engine (IIS)

I use IIS and I use a lot of ? and & on my dynamic pages. Now I want to submit my site to some search engines and prepare with meta tages. How can I best index the site or prepare for the engines?

Is there a solution if I created a page consisting of links to every page with a hit (I mean when ? and & matches something in a database) and add links to that page when new good links are found? This will be a big page at the ending..but is there better solutions?
