URL clearing house....code..

Does anyone have any code they can recycle for a URL clearing house?

Should work like:

1. URL is submitted into URL clearing house database;

2. Webmaster accesses URL clearing house database via HTML admin page -- approves or deletes entry;

3. Approved URLs go into new, live database that is searchable via the portal.

Any code would be nice -- primative will work -- otherwise, I'll simply have to re-enter each site by hand. 🙁
