need help creating a site

i need help creating a site, i need some one to help me creat a site, i need to know how to do certain stuff. its a web site where people login in and edite info on there caracter add caracters change delete. im making a flag system so they have diffrent option depending on there level. here are my 2 first problems, 1st how do i keep tract of some one making sure he isnt editing stuff from some one els and have the right options for his account level, how do i make unique id appone account creation where the id tag what he does so when he comes to edite stuff it checks on id of the caracter and his id presently he got when he log. stuff like that i have few other question if you can help pleas email me at [e-mail]

I'm sorry, and I really mean no disrespect, but oowww, my brain hurts! I'd really, really like to help you but until you start to use both the shift key and the enter key, and maybe start writing your posts in Word first and applying liberal spell-checking, I don't know if any of us will be of any help.

well im sorry mr, im not to good with english. i dont think a lot befor writing i just poore out what i have to say and that it... and i dont check for spellings since im not good at english and that it. i just need help to creat a web site with a loggin with user restriction flagues and stuff like that.
